MMP and Qualified Person
MMPs are prepared proactively at the beginning of a construction process, and estimates of volumes of required or surplus soils/materials are set out as a forecasted or anticipated requirement/surplus.
Once a declaration has been made and certified by a QP (along with the fee being paid), the construction process commences. Throughout the development, unforeseen materials or adjustments to the volume of shortfall or excess materials manifest themselves, and amendments to the MMP via a QP can occur. When materials are required, donor site(s) and recipient site(s) need to be specified. In some circumstances, cluster site(s) are necessary.
